Non-transfer and use assurances are documented with a formal certificate that the end-user will not transfer the item or use it beyond what is authorized. The DSP-83 form, titled “Nontransfer and Use Certificate,” is the instrument specifically used to capture and provide those assurances. It is filled by the end-user and kept by the exporter as evidence that the item will remain with the named recipient and used only for the approved purpose. The other forms relate to different types of end-use documentation and do not serve this particular assurance. So the DSP-83 is the appropriate form for non-transfer and use assurances.
